The HiSET exam was created by ETS along with critical input from states, educators and testing centers. The stakeholders' input ensured that the HiSET exam was consistent with current high school curricula and aligned to the most recent College and Career Readiness Standards for adults.

Creating the HiSET exam was a logical step for ETS. In 1947, ETS began its work with the development of the then-groundbreaking Scholastic Aptitude Test (SAT®). For the first time, colleges and universities had individual performance information so that merit and achievement can be equitably used as admission criterion. Before the SAT, the college admission process was less open and often based on class distinctions.
Since then, ETS has developed many higher education and career-based assessments to help individuals pursue their interests and achieve their goals.
